MRS partnered with The RBA Group (now NV5) to complete a planning study and economic development incentive program for New Castle County, Delaware. The Route 9 plan process included working with an inter-agency group inside the Department of Community Affairs, elected officials and an array of community groups to identify assets and economic opportunities in this early post war suburban area. In response to the State’s Downtown Development District program, we assisted the County to design economic and tax incentives and incorporate them into the plan.
MRS and Brown & Keener Urban Design (now NV5) worked with the American Street Empowerment Zone in Philadelphia to assist the American Street Trust Board to prioritize investments of their endowment, the Neighborhood Funding Stream. For this assignment, we evaluated recent funding commitments previously funded programs and assisted the Trust Board in a prioritization process to assist them in establishing a multi-year budget for the fund. We also prepared a template RFP for the Trust Board to utilize to solicit proposals for funding requests.
MRS worked with Capital Access, Inc. to provide technical assistance services to the State of New Jersey’s Department of Community Affairs after the devastation of Hurricane Sandy. MRS supported the procurement process for $2 billion in contracts for program implementation and advised on CDBG-DR regulatory requirements. MRS also worked with the Sandy Recovery Division to structure and implement the single family housing rebuilding program and ensured that the program met the HUD compliance requirements.
